Although both the terms may seem interchageable, there seems to be a difference in the degree of preciseness and gravitas. It seems and derives that, sukhan is a general and broader term and shayri a more pointed term. Saying just 'shayri' for the vast body of urdu poetry may not be agreeable and rather unfair and limiting to urdu poetry.
